Mayor Eddie Perez established the Hartford Communities That Care® (HCTC) Planning Project in the fall of 2003. This community planning model is based on sound best practice principles that guide communities through a series of trainings and action steps to create policies, practices and programs that reduce violence and illicit drug use among youth and adults.
