There are 53 items on the regular agenda. The Council meeting will begin at 8 P. M.
at Hartford City Hall in Council Chambers and will be televised live on Hartford
Public Access, Channel 21.
Comprehensive Economic Strategic Development Strategy – The
Council will vote on a resolution to adopt the Comprehensive Economic Strategic
Development Strategy submitted by the Hartford Economic Development
Commission. The plan outlines four
goals for economic development: build
an effective civic infrastructure; create an urban environment that can compete
as a preferred place to work live, shop, and recreate; create a competitive
economic base, and ; develop competitive workforce and residents.
The plan utilizes the City of Hartford Inner City Business
Strategy Initiative, the Downtown Hartford Economic and Urban Design Action
Strategy, and the Neighborhood Revitalization Zone Strategic Plans. A comprehensive economic development
strategy is required by the federal Economic Development Commission. The plan was discussed by the Planning,
Economic Development, and Zoning Committee which is recommending passage. (Item #21)
West Nile Virus -- On the recommendation of City
Manager Kee Borges, the Council will vote on a resolution allowing the city’s
health department to accept $10,000 from the state Department of Environmental
Protection for destruction of West Nile mosquito larvae. The Department of Environmental Protection
has identified Hartford as one of 44 Connecticut towns with a high probability
of being impacted by the West Nile Virus, which is carried by the West Nile
mosquito. (Item #9)
Billboard Ordinance – The Council will vote on
an ordinance which would change the charter with reference to billboards. If the ordinance were adopted, sign permits
would be issued to the owners of the property where the sign is located, rather
than the owner of the sign. The
ordinance has been to public hearing and is on the action agenda. (Item # 30)
Speeding -- On the recommendation of Council member
Elizabeth Horton Sheff, the Council will vote on a resolution directing the
City Manager to develop a comprehensive city-wide plan to reduce speeding on
city streets. (Item #48)
